There is no pre-registration. Properties will be sold at public auction to the highest bidder beginning with the amount of the delinquent taxes. The highest bidder must have cash or certified funds or bring it back by 2:00 that afternoon. He/she will receive a deed to the property, but cannot do anything with it for a year, in which time the original owner may come back and redeem the property for the amount it sold for and any other taxes paid plus an additional 20%.
